Rural Water Supply and Sanitation Improvement Project – Monitoring, Evaluation and Technical and Social Verification

The project development objectives are to:

1. Increase access to improved water and sanitation services in project areas; and
2. Develop and implement long-term support mechanism to promote the sustainability of community managed rural water supply schemes in 55 Districts of Nepal.

Actual services provided by the firm within the assignment:

The consulting firm will carry out the following tasks:

1. Develop methodologies and framework for technical and social monitoring and evaluation of WASH projects
2. Develop and implement quality control methods during project implementation
3. Develop and implement data collection methodology in mobile application via mobile GPS and Kobo
4. Organize training for field experts
5. Make field visits to a number of schemes (on sample basis) as agreed with the team to assess the schemes’ technical compliance and social mobilization.
6. Identify any critical deviations in project implementation and factors responsible and recommend actions that would help the implementing agencies to take appropriate decisions, particularly in the areas of quality of infrastructure services, adequacy and sustainability of social mobilization at the development phase, adherence to processes and procedures of RWSSIP including target group participation and involvement in the process.
7. Prepare detailed site visit reports along with photographs on the schemes visited under RWSSIP. The report will contain, among other things the compliance to the designs, design issues and areas of improvement, social issues, environmental issues and any other site related issues observed and list of corrective measures.
8. Prepare detailed site visit reports along with photographs on the schemes visited under RWSSP II. The report will contain the functionality status of the schemes, potential issues for sustainability and functionality and areas that require immediate attention. Prepare consolidated technical notes based on the field visit findings.
9. Prepare the final report on the findings from RWSSP II and RWSSIP schemes, including the recommendations and share with the wider audience.
10. Any other related works that may be required based on the findings in the field.
