ADB TA-10012 NEP: Supporting the School Education Sector Plan - Technical Support Firm to Strengthen Curriculum, Textbook and Learning Materials Development

The scope of the assignment of the firm is to support the CDC and CEHRD in strengthening the development process of curriculum development, textbook writing, and instructional and supplementary learning materials (including teacher guides) with focus on mathematics, science and English subjects in basic and secondary education (output 1) including the development of high-quality e-resources (part of output 2) based on the approved framework for Sikai Chautari, and provide capacity development activities to the CDC on these subjects including exploring (inter)national partnerships (output 3). The firm will be responsible for achieving this scope in coordination with the government, development partners, other consultants, and other stakeholders.

Overall Services provided:

The following are the detailed tasks the firm will be responsible for undertaking: 

Output 1Assist CDC to review the curriculum, textbooks and instructional and learning materials of selected subjects (mathematics, science, and English) for basic (grades 6-8) and (grades 9-10) education to provide feedback to the government on improvements when the government initiates revision process of the national curriculum and textbooks.

Facilitate CDC to assess the existing processes related to the development of curriculum, textbook and instructional and learning materials against international best practices and recommend improvements of curriculum and textbooks development process to meet national and global standards.

This assessment and recommendations will include at least the following:

  • Undertake consultations with key stakeholders related to curriculum, textbooks and learning materials development
  • Review of the CDC’s existing process of the curriculum, textbook and learning materials development process.
  • Support CDC for development of improved processes in curriculum, textbook development, and learning materials
  • Support CDC for development of protocols for ensuring the quality of curriculum, textbooks, and learning materials.
  • Prepare capacity assessment report and develop capacity development activities in close collaboration with CDC.
  • Use necessary JFPR communication tools for wider dissemination of the capacity development activities.
  • Provide continuous necessary support to the curriculum and textbook writers and subject committees of the CDC as requested by CDC.

Output 2. Under this output, the firm is expected to perform the following tasks:

  • Facilitate the government to operationalize the approved framework for enhancing learning materials /e-resources of Sikai Chautari.
  • Support CDC and CEHRD in developing e-resources as specified in the capacity assessment report of output 1. 
  • Provide continuous support for the improvement of the e-resources in Sikai Chautari as requested by CDC and CEHRD

Output 3. Under this output, the firm is expected to perform the following tasks:

  • Undertake training, workshops and seminars for curriculum and textbook writers, subject committee members and other relevant personnel based on a detailed work plan and schedule for capacity development activities of output 1 and 2.
  • Develop a list of potential national/international partnerships for institutional linkage to continue enhancing the curriculum, textbook and learning materials development system. 
  • Prepare memorandum of understanding for preferred partnership
  • Coordinate and collaborate with like-minded TAs for strengthening synergy effects and avoiding duplication.
