Consulting Services for Construction Supervision for Transmission Lines and Substations Activities for Electricity Transmission Project

The project consists of the construction of a 400kV double circuit overhead line spanning approximately 315 kilometers and three new substations namely Ratmate in Nuwakot district, New Damauli in Tanahu district, and New Butwal in Nawalparasi West district. The 400kV double circuit overhead line will also connect with two other existing substations at Lapsiphedi in the Kathmandu district and New Hetauda in the Makwanpur district.

The objective of the ETP is to increase electricity consumption by improving the availability and reliability of electricity supply in Nepal’s electricity grid and by facilitating power trade. To achieve the ETP objectives, the Compact funding will support the following activities:

•             Construct new 400kV Double Circuit Transmission Lines of 313.9 km from

•             Ratmate to Lapsiphedi Substation (59.0 km)             •             New Damauli to New Butwal (89.5 km); and

•             Ratmate to New Hetauda Substation (57.5 km);       •             New Butwal to the India Border (18.2 km)

•             Ratmatae to New Damauli Substation (89.7 km);    

•             Construct new 400kV Substations at Ratmate, New Damauli, and New Butwal

•             Coordinate the work with the two new substations being built at Lapsiphedi and New Hetauda

•             Coordinate the interconnection of the 400kV line to India with the Indian Utility that is constructing the remainder of the line from Gorakhpur, India.

This assignment consists of (i) a Base period of 8 months duration (intermittent input) and (ii) two Option periods, A and B of 58 and 39 months duration respectively as per the following details:

 Option A:

i.  7 months for check survey, geo-technical, design, Prototype testing and manufacturing of first lots of stubs and templates

ii. 36 months for construction

iii. 12 months Defects Notification Period

iv. 3 months (Post DNP) for contract closure

Option B:

i.  7 months for check survey, geo-technical, design, Prototype testing and manufacturing of first lots of stubs and templates

ii. 17 months for construction

iii. 12 months Defects Notification Period

iv. 3 months (Post DNP) for contract closure

Details 

Base Period services from Transmission Lines and Substation Activities

The consultant shall undertake the specific task during the base period such as:

A. Option Period A Services (Construction Supervision for Transmission Lines and Substation activities)

The major tasks are:

•             Kick-off Meetings with TL and SS Contractors

•             Project Management and Monitoring

•             Review and Approval of Contractor’s Designs

•             Schedule Control

•             Quality Control

•             Construction Supervision

•             Gender and Social Inclusion

•             Environmental, social, Health and Safety Monitoring

•             Land Access monitoring

•             Regular Progress Reporting

•             Coordination

•             Supervision of Testing and Commissioning on Completion

•             Taking over and closeout

•             Defects Notification Period and Post DNP

•             Support MCA-Nepal in avoidance of any dispute and assist in Dispute Resolution

 

B. Option Period B Services (Construction Supervision for New Butwal- India Nepal Border Transmission Line)

The consultant shall be responsible for carrying out the services under Option Period B only after MCA-Nepal exercises the option to carry out the implementation of New Butwal-India Nepal Border Transmission Line section. Option Period B will be implemented together with Option Period A, and all the activities mentioned under Option A shall also be carried out under Option B.

The consultant shall be responsible for providing technical supervision of contractors implementing final design and construction, ensuring that work is completed according to technically sound methodologies and technical specifications using materials and equipment of adequate standards and within the hard cost and time constraints required under the contract. The consultant shall ensure appropriate quality assurance and control for all construction activities.
