The Consultant shall provide the consulting services for the following:

·       Construction of Pokhara (Birauta) 132/11kV GIS substation including necessary underground DC 132kV line and 11kV distribution feeders.

In Kathmandu valley,

·       Construction of Thapathali 132/11kV GIS substation including necessary underground Double Circuit Teku-Thapathali 132kV line and 11kV distribution feeders.

·       Construction of Maharajgunj 132/11kV GIS substation and Raj Durbar 132/11kV GIS substation including necessary underground Double Circuit Balaji-Maharajgunj-Raj Durbar 132kV line and 11kV distribution feeders.

·       Construction of Sirutar 132/11kV GIS substation including necessary underground Double Circuit Bhaktapur-Sirutar 132kV line and 11kV distribution feeders.

·       Construction of K2 132/11kV GIS substation and k3 132/11kV GIS substation including necessary underground Double Circuit Raj Durbar-K2-K3 132kV line and 11kV distribution feeders.

Detailed Description of the Actual Services Provided by the Firm

The objective of the consulting services is to achieve the efficient and proper preparation and implementation of the project through the following works:

1.     Basic Design:

·       Review and verify all available primary and secondary data collected during the JICA’s preparatory survey for the project.

·       Review and verify all engineering surveys and investigations such as topographical survey and geotechnical survey etc.

·       Carry out all the required engineering Surveys and investigations such as topographical survey, etc., as applicable to the concerned project components.

·       Assist NEA to select sub projects from long list for the Project and to set operation and effect indicators for the selected sub-projects.

·       Perform a field survey, which are necessary for basic design and bid documents for the selected sub projects.

·       Prepare basic work plan, progress reports and implementation schedule for the project to ensure effective monitoring and timely project outputs, and regularly update the same.

·       Prepare basic design of the project in sufficient detail to ensure clarity and understanding by the NEA, contractors and other relevant stakeholders.

2.     Tender Assistance:

·       Prepare “Employer’s Requirement” for bidding documents.

·       Define technical and financial requirements, capacity and/or experience for qualification criteria taking into consideration technical feature of the project.

·       Prepare bidding documents in accordance with the latest version of Standard Bidding Documents under Japanese ODA Loans for Procurement of “Design. Build, Plant and Works” together with all relevant specifications, drawings and other documents.

·       Assist NEA in issuing bid invitation, conducting pre-bid conferences, issuing addendum/corrigendum and clarifications to bidders’ queries

·       Evaluate bids in accordance with the criteria set forth in the bidding documents

·       Prepare a bid evaluation report for review of the bid evaluation committee

·       Assist NEA in contract meeting by preparing agenda and facilitating meeting including preparation of minutes of negotiation meeting

·       Prepare a draft and final document

3.     Construction Supervision:

·        Act as the Engineer to execute construction supervision and contract administration services in accordance with the power and authority delegated by the Employer.

·       Advise the Employer concerning variations and at the initiative of the Consultant, and issue instructions of the variation if they are necessary.

·       Issue instructions, approvals and notices as appropriate.

·       Provide recommendation to the Employer for acceptance of the Contractor’s performance security, advance payment security and required insurances.

·       Provide commencement instruction to the Contractor.

·       Check and Review adequacy of all inputs such as materials, labor and equipment provided by the Contractor.

·       Check and review the Contractor’s method of work, including site organization, program od performance, quality assurance system, method statements, safety plan, and environmental monitoring plan

·       Regularly monitor physical and financial progress, and take appropriate measures if necessary, so that the time for completion set forth in the contract will be duly respected by the Contractor.

·       Explain and/or adjust ambiguities and/or discrepancies in the contract and issue any necessary clarifications or instructions.

·       Review the Contractor’s design for the works to be constructed, working drawings, shop drawings and drawings in accordance with the contract.

·       Provide assistance to the Employer to liaise with the appropriate authorities to ensure that all affected utility services are promptly relocated.

·       Carry out field inspections on the Contractor’s setting out of the works in relation to original points, lines and levels of reference in the contract

·       Organize, as necessary, management meetings with the contractor to review the arrangements for future work

·       Supervise the works so that all the contractual requirements are met by the Contractor

·       Supervise field tests, sampling and laboratory test to be carried out by the contractor

·       Inspect the construction method, equipment to be used, workmanship at the site, and attend shop inspection and manufacturing tests in accordance with the contract

·       Measure and value statements submitted by the Contractor and issue payment certificates such as interim payment certificates and final payment certificate as specified in the contract

·       Assist the employer to coordinate the works among different contractors employed for the project

·       Review the Employer’s Requirements as may be necessary in accordance with the actual site conditions, and issue variation orders

·       Carry out timely reporting to the employer for any inconsistency in executing the works and suggesting appropriate corrective measures to be applied.

·       Supervise the Test on Completion carried out by the Contractor and assist the Employer in carrying out the Test after Completion, if applicable

·       Perform the inspection of the works and to issue certificates such as the Taking-Over Certificate, Performance Certificate as specified in the contract.

·       Provide inspection services during defects notification period and if any defects are noted, instruct the Contractor to rectify as appropriate

·       Review and give consent and approval to as-built documents prepared by the Contractor

·       Review and give consent to the operation and maintenance manual prepared by the Contractor

·       Provide required notices, review the claims submitted by the Contractor or the Employer, Provide assistances to the parties mutually to agree.

·       Provide necessary administrative assistance, and assistance to the Employer after a referral to Dispute Board has been made.

4.     Environmental and Social Considerations:

·       Assist NEA in categorization of subprojects and selection of subprojects from long list

·       Update Emp and EmoP of Pokhara Sub-project etc as appropriate

·       Assist NEA in conducting environmental and social assessment and preparation of IEE, EMP, EmoP and ARAP for the required subprojects in accordance with the Environmental Framework Prepared during the preparatory survey.

·       Assist NEA in dissemination and explanation of additionally confirmed and identified environmental issues to public including holding public consultations.

·       During the preparation of bidding documents, clearly identify environmental responsibilities as explained in the IEE and EMP

·       Assist NEA to implement the measures identified in the EMP

5.     Technology Transfer:

·       Carry out technology transfer as an important aspect in design and supervision works. The consultant shall provide the opportunity to the NEA officers and staffs to be involved in the working team of the Consultant during the design, contract administration and supervision works for their capacity building wherever possible.

·       Hands-on supports and training by the Consultants are required throughout the project implementation period.

Arrange the Overseas training in Japan to familiarize PMU and other NEA staffs with the procurement guidelines of JICA and, observe and understand the outdoor GIS Equipment and other technologies which will be used in the project.
